    Mary Grace Brown

    Founder & President

    Grace Brown is the Chief Executive Officer of Complete Building Controls, providing strategic leadership, operational direction, and organizational discipline across the company.

    An entrepreneur at heart, Grace began her career as a business owner in the Philippines, where she successfully owned and operated a manufacturing company that supplied one of the largest footwear retailers in Manila. After relocating to the United States in 2006, she rebuilt her entrepreneurial journey from the ground up, an experience that continues to shape her leadership style, resilience, and commitment to accountability.

    Grace oversees corporate strategy and governance, administrative operations and compliance, and workforce engagement and organizational stability. She holds the company's New York electrical license and plays a key role in maintaining CBC's operational rigor, financial discipline, and professional execution standards.

    James Gerboth

    Chief Operations Officer

    James Gerboth serves as Vice President of Engineering, overseeing technical standards, system design, and engineering execution.

    A Mechanical Engineer by training, James brings a system-level understanding that spans HVAC physical plants, controls architecture, and enterprise BAS platforms. His experience includes federal courthouses, hospitals, and large-scale retrofit and design-build projects.

    James leads CBC's engineering team with a focus on technical accuracy, preparedness, and long-term system performance.

    Eric Hines

    Chief Marketing Oficer

    Eric Hines brings extensive owner-side and federal smart building experience to Complete Building Controls.

    A former GSA Smart Building Executive, Eric served as the regional subject-matter expert for building automation, facility maintenance, and BAS modernization across more than 100 federal facilities. He led enterprise Niagara standardization efforts and managed large, multi-vendor federal BAS programs.

    Prior to GSA, Eric worked as a lead controls engineer for Acuity Controls, executing BAS projects in all 50 U.S. states and multiple Canadian provinces for high-profile government and private-sector clients.

    Joel Dunbar

    Chief Information Officer

    Joel Dunbar serves as Deputy Chief Executive Officer, bringing extensive federal owner-side, engineering, and smart building leadership to Complete Building Controls.

    Joel holds a Mechanical Engineering Technology background, with degrees from New Hampshire Technical Institute and Wentworth Institute of Technology. He spent nearly 15 years with the General Services Administration (GSA) in facilities management, asset management, and operations leadership roles.

    During his tenure at GSA, Joel helped establish and lead the Region 1 Smart Buildings Program, working alongside Eric Hines to standardize the region on Niagara-based building automation systems — a model later adopted as agency policy. He was also a contributing member to the GSA Smart Buildings Directive, the development of Contracted BAS Support Services (CBASSS), and the rollout of IBM Maximo as GSA's enterprise asset and maintenance management system.

    At CBC, Joel applies this owner-side perspective to ensure building automation systems are delivered with clarity, purpose, and long-term operational value.

    Craig Payne

    Director of Engineering

    Craig Payne serves as Director of Engineering, bringing over twenty-three years of experience in the Smart Buildings space.

    Caig’s experience includes government, IT, commercial real estate, cyber security, mechanical and electrical systems, building automation and controls, lighting controls, life safety, access control, CCTV, documentation writing, product development and training. He has provided overall Smart Building strategic guidance to key stakeholders in various organizations during his tenure in the Smart Building space. To ensure consistent alignment across manufacturers and clients with small-to-large portfolios, he has developed written Smart Building standards and guidance. For nearly eight years, he performed national project management and leadership of the General Services Administration’s (GSA) Central Office Smart Building Program, and subsequently one of the largest owned building portfolios in the world. This support included executive leadership, use case and Smart Building strategy, requirements analysis, vendor management, program and project management, IT support, cyber security threat mitigation, and served as the liaison between GSA IT and major Building Automation System (BAS) manufacturers to help drive cyber threat awareness and product development.

    Cullen Rabel

    Director of Operations

    Cullen Rabel serves as Chief of Operations, bringing nearly two decades of federal smart building and military leadership experience.

    A retired Senior Master Sergeant in the U.S. Air Force Reserves and former GSA Supervisory Smart and Sustainable Program Specialist, Cullen has led smart building upgrades, infrastructure projects, and national BAS initiatives across dozens of federal facilities.

    His background ensures disciplined operations, government-grade compliance, and mission-ready execution across CBC programs.

    Michael Shaver

    Senior Application & Integration Engineer

    Michael Shaver is a Senior Application and Integration Engineer with over 20 years of experience in mechanical systems, controls engineering, and multi-trade project delivery.

    A former U.S. Marine, Michael has led complex BAS and HVAC integrations nationwide and holds Master Mechanical Licenses in Iowa and Missouri. At CBC, he supports enterprise-level integrations and technical best practices.
